Energy-based proof-of-work blockchain’s native tokens QUAI and QI designed to fit digital commodity treatment under evolving crypto market structure legislation

Austin, TX – July 22, 2026 – Quai Network, a scalable proof-of-work blockchain built as an energy-based monetary system, has outlined how its architecture aligns with key elements of the Digital Asset Market Clarity Act (CLARITY Act) currently under consideration in the U.S. Congress.

The proposed legislation aims to establish clearer distinctions between digital securities and digital commodities, with favorable treatment for native network tokens issued through decentralized mechanisms such as proof-of-work. Quai’s dual-token system. Including QUAI as a mined “digital oil” commodity and QI as a decentralized energy dollar (flatcoin), was designed around these principles of open issuance, permissionless validation, and public auditability.

QUAI powers smart contracts and the network’s programmable economy, while QI, launched with zero initial supply, anchors value to the real cost of energy production. Both tokens enter circulation exclusively through proof-of-work mining or protocol-defined conversion under transparent consensus rules.

As of July 20, 2026, Quai’s public Supply Tracker reported approximately 1.041 billion circulating QUAI and 248,912 circulating QI, all verifiable on-chain.

“QUAI was engineered from the ground up to function like a commodity. Issued through verifiable work, secured by open participation, and governed by community consensus,” said Alan Orwick, CEO of Dominant Strategies. “As the CLARITY Act progresses, networks that can demonstrate these characteristics on-chain stand to benefit from greater regulatory clarity for exchanges, users, and developers in the United States.”

Quai Network delivers high throughput (50,000+ TPS) via Proof-of-Entropy-Minima consensus and merged mining, combining UTXO-based QI for transactions with EVM-compatible QUAI for value storage. This structure provides a decentralized alternative in the payments and DeFi space.
