Ward brings legislative and industry experience in technology and energy policy to the role
DALLAS, Texas, March 2, 2026 — The Texas Blockchain Council (TBC) today announced that Spencer Ward has joined the organization as Director of Policy and Technology. Ward will oversee TBC’s policy research, legislative engagement, and regulatory strategy on behalf of its more than 100 member companies.
Ward previously served as Executive Director of the Innovation and Technology Caucus, where he focused on technology legislation, cross-sector collaboration, and policy development. He brings direct experience working with lawmakers and industry stakeholders on issues related to blockchain, digital assets, energy, and advanced computing and infrastructure.
“Spencer has the policy experience and industry knowledge we need to be effective in Austin and in Washington,” said Giovanni Capriglione, President of the Texas Blockchain Council. “He understands how energy, technology, and its infrastructure connect, and he knows how to translate that into sound policy. We’re glad to have him leading this work.”
In his new role, Ward will monitor state and federal legislation and regulatory activity affecting TBC’s member sectors, draft policy analysis and regulatory comments, represent TBC at legislative hearings and industry forums, and work with member companies to develop advocacy strategies. He will be based in Austin.
Prior to joining TBC, Ward served as Legislative Director and Communications Director for the Texas House of Representatives, where he drafted legislation, managed stakeholder and media relationships, and guided bills through the legislative process. He also brings hands-on political experience from his work as a campaign manager on competitive Texas legislative races.
